The question
The organisation had grown faster than its measurement arrangements. Field teams collected data in inconsistent formats, and management could not compare performance across districts.
What we did
- Defined a results framework linking activities, outputs and outcomes to the programme's stated goals.
- Reduced the indicator set to those that could be collected reliably and would inform decisions.
- Specified data flows, responsibilities, collection tools and a quarterly reporting calendar.
- Delivered training for field supervisors on data quality and for managers on interpreting results.
Result
Comparable quarterly reporting across districts, and a standing management review at which monitoring findings are discussed against defined decision points.
