The question
The programme needed a baseline against which later results could be assessed, covering enrolment, attendance, household circumstances and school-level conditions.
What we did
- Developed and piloted household and school instruments in the survey districts.
- Designed the sample and defined replacement rules for unreachable clusters in advance.
- Trained and supervised enumerator teams, with same-day quality review during early fieldwork.
- Conducted back-checks, cleaned and analysed the data, and reported findings with explicit limitations.
Result
A documented baseline dataset with a codebook and analysis files that the client's own team can use for subsequent rounds.
